New unit to look into accountability

The Attorney General will shortly announce the formation of a special ‘BICI investigation unit’ that will determine the accountability of government employees whose actions or inaction resulted in death, torture or mistreatment of civilians.

The revelation was made in a letter sent by the Government to the National Commission charged with the implementation of Bahrain Independent Commission of Inquiry (BICI) recommendations. The letter was in response to commission’s queries on the latest developments in the implementation process.

The special investigation unit will be established at the Office of the Attorney General and the unit’s staff, including an independent investigations advisor, will be appointed based on nominations. The National Commission, in its meeting chaired by Shura Council Chairman Ali Saleh Al Saleh stated that the Government is close to completing the report implementation.

The government also informed the commission that a decree, for the establishment of a Complaints and Grievances Office and an Internal Affairs Department at the Ministry of Interior, is being created.

Additionally the rules that define the responsibilities and jurisdiction of the Complaints and Grievances Office, the Internal Affairs Department and the Attorney General are also being looked into. This was stated during the review of a report filed by a delegation of British legal experts who visited the Kingdom to provide advice on a number of queries made by the National Commission.

The commission also reviewed proposals contained in the report, including recommendations made by the experts that the Attorney General could “fulfil the role of the impartial and independent mechanism to investigate all complaints of torture, mistreatment, excessive use of force, or other forms of abuse”.
