BAHRAIN Independent Commission of Inquiry (BICI) chief Professor Mahmoud Cherif Bassiouni has declared that the panel will submit to His Majesty King Hamad the final report on how far recommendations have been carried out.

He said the BICI will set a timetable for any proposals not implemented. In an interview with Egyptian daily Al Ahram, Prof Bassiouni said the BICI included international experts and worked freely, with full authority and without any interference from the government, highlighting support by the UN, the EU and other international organisations.

He said His Majesty issued an order, establishing the National Commission to review and follow up implementation of proposals of the BICI, the first its kind to be set up by the head of a country and the government opened its doors to panel members for investigations.

Stressing that His Majesty accepted all recommendations, he said violence taking place now was on a limited scale and not like what happened last February-March. A large number of dismissed workers returned to their jobs and some said they had other jobs, he said, adding Bahrain University students also returned to continue their study.

Meanwhile, Egyptian Judge and BICI investigators' team head Khalid Moheyedin said the commission was surprised by the fact that His Majesty accepted all recommendations. A Compensation Fund has been established for those affected, he said, adding that the BICI suggested the separation of civil and criminal cases for compensation.

He said the government is also serious to set up an independent Office of the Inspector-General and National Security Service which will follow the Prime Minister directly.

Mr Moheyedin stressed the importance of dialogue to end the crisis and achieve national reconciliation and said Bahrain will not tolerate another wave of violence.
