1722(g) - There should be audiovisual recording of all official interviews with detained persons.

Progress & Actions

Resolutions of the National Commission

Necessity of providing an audio-visual recording of all official interviews of detained persons.

Government Response

H.E. Minister of Interior issued an order that it is necessary to take all required steps (requisition and installation of equipment) to create audio-visual recordings of all official interviews conducted with suspects, witnesses or detailed persons. It is noted that the BICI report referred to recordings for “detained persons” only. This decision was made given the wisdom of recording all interviews, including interviews with persons who are not under arrest, such as suspects and witnesses.

Resolutions of the National Commission

Providing the National Commission with the actions taken or to be taken in the future to implement this recommendation.

Government Response

On December 22, 2011, the Interior Minister issued an order to take all steps (including the request of purchasing necessary equipment) to enable audio-visual recording of the official interviews with the suspects, the witnesses or the detainees.

On January 5, 2012, the Ministry of Interior agreed on an outline for the installation of audio-visual equipment, including engineering drawings and the German companies that will supply the technical equipment. The ministry also launches a tender to choose the contractor that will install the new equipment. Note that the ministry will request from the selected contractor to import all equipment from the Federal Republic of Germany. The police centre in Al Hoora area will be the first centre that witnesses this change.

Sixty cameras were requested from the Federal Republic of Germany, twenty of which have been already delivered. The work at Al Hoora centre has already started; and it is expected to be completed on time. As for the audio-visual equipment, it will be installed in 33 investigation rooms during the next two months.

The investigation rooms will be designed (new glass, walls, furniture etc.) at the rate of 5 rooms every 45 days with the aim of completing the project within eight months maximum.

As for the investigations at the Public Prosecution, the Attorney General affirmed on February 28 that the Public Prosecution Office will be equipped with the needed technical equipment for audio-visual recordings by the same company that signed a contract with the Interior Ministry. Equipment has been purchased for 60 investigation rooms that will be installed with insulators.

These works are likely to be completed within the coming two months.

Resolutions of the National Commission

With reference to the letter of HH Deputy Prime Minister No. NRA/231/12/11 dated 27 December 2011:
*It is necessary to take all necessary steps to implement the recommendation on investigations carried out at Public Prosecution with arrested and detained persons.

Resolutions of the National Commission

To ask the government about the estimated date of completion of installation of all equipment at the Ministry of Interior and Public Prosecution.

Government Response
