TWENTY recommendations of the Bahrain Independent Commission of Inquiry (BICI) have been implemented in some form, it was announced yesterday. An official government Twitter account, set up to inform people about progress on the BICI's 26 proposals, said they had been implemented "in full or in part".

The @GovActionsBH account said another two recommendations were close to implementation, while three were in progress.

A website set up to keep people informed said the two recommendations close to being implemented were related to a mechanism to improve government accountability and detention practices.

The three in progress include the rebuilding of demolished places of worship, media incitement issues and death sentences.

It said the 20 recommendations are related to torture claims; National Safety Courts and fair trials; reinstatement of sacked employees; establishment of an Interior Ministry ombudsmen; a police code of conduct; National Security Agency reforms; reinstatement of dismissed students and disciplinary procedures; human rights; investigations and government accountability; a mechanism to investigate ill-treatment and public abuses; public security and public order training; community policing; judicial and prosecution training; recording of detainee interviews; speech activity charges and convictions; victim compensation in the cause of death; victim compensation as a result of ill-treatment; educational curricula; a national reconciliation programme; amendments to the penal code criminalising all forms of torture; and the establishment of a National Human Rights Institution.
